(A) Metered usage charges. There shall be and is established for the use of and the service rendered by the waterworks system of the town the schedule of rates and charges as set forth in Table A of the appendix to this chapter, which are based upon the use of water supplied by the waterworks system.
(B) Metered user; minimum charges. Each user shall pay a minimum charge in accordance with the applicable size of meter installed, for which the user will be entitled to the quantity of water set out in the schedule of rates set forth in Table B of the appendix to this chapter.
(C) Temporary users. Water service furnished to temporary users, such as contractors and circuses, shall be charged for on the basis of the gallonage rate and minimum charge per size of tap, as estimated by the Water Company.
(D) Meter out of order. In case any water meter shall be put out of order and fail to register the quantity of water passing through the meter, the consumer shall be charged at the average consumption registered by that meter before it became out of repair, but for a period of 60 days only.
(E) Town properties. Properties owned by the town or its Utility Department shall be exempt from the above fees.
