§ 51.32  TAP AND METER INSTALLATION CHARGES.
   (A)   Each user at the time the user is connected with the waterworks system shall pay a charge to cover the costs of:  excavating and tapping the main; furnishing and installing service pipe from the main to the lot line; furnishing and installing corporation and stop cocks; and furnishing and installing meter crock (if outside), yoke, and meter. 
   (B)   (1)   The charges for installing a new service shall be:
 
Five-eighths inch by three-fourths inch service with excavation

Five-eighths inch by three-fourths inch service, no excavation

Five-eighths inch by three-fourths inch service, pre-installed with excavation

Five-eighths inch by three-fourths inch service, pre-installed, no excavation

Five-eighths inch by three-fourths inch service, water only meter

      (2)   The charge for a service larger than a five-eighths by three-fourths inch service shall be the cost of labor, materials, power machinery, transportation, and overhead incurred for installing the tap, but shall not be less than the charge for a five-eighths by three-fourths inch service.
      (3)   The charge for road boring labor and equipment to connect the tap to a water line that is on the opposite side of the road shall be $585 in addition to the above charges.
   (C)   The cost of performing a tap of no greater than two inches in circumference that is not for a new service shall be $12 plus the cost of labor, materials, supplies and equipment.
