§ 51.16  WATER TAPS AND METER INSTALLATION.
   (A)   An application for water taps shall be made in writing to the Water Company.
   (B)   The size of the water meter and tap to be used shall be determined by the Water Company.
   (C)   All water meters shall be installed within the tile furnished by the town upon the installation of new service.  The tile and cover for the tile shall be placed or set just to the inside of the sidewalk if possible.
   (D)   Any user connected to the waterworks system who refuses to permit the installation of the required tile and water meter in the place and location selected by the Water Company, at the option of the Town Council, shall be severed and disconnected from the waterworks system.  There shall be no liability on the part of the town for severance of the connection.
   (E)   Any change in a service pipe or fixture that may be necessary to set a water meter properly, to avoid freezing, and to make all water used on a premises pass through the meter shall be made at the expense of the property owner or consumer, and the cost thereof shall be paid before the water is turned on.
