§ 92.10  PUBLIC RIGHT-OF-WAY ALTERATIONS.
   It is unlawful for any person to do, cause or permit to be done any digging, cutting or excavating into or upon any street, alley or public place, or into or through a pavement thereon, in the town except in accordance with and as provided for in this subchapter.
