(A) The Town Water Company shall be under the control of the Town Council operating as a utility board pursuant to I.C. 8-1.5-3-3. The Town Council has general supervisory powers over the Water Company.
(B) The responsibility for the detailed supervision of the Town Water Company is vested in its superintendent, who is responsible for the business and technical operation of the Water Company.
(C) The Town Council and the superintendent of the Town Water Company shall have those powers and perform those duties as are prescribed by state law, including but not limited to I.C. 8-1.5-3, concerning municipally owned or operated water utilities.
