This subchapter shall serve as the administrative, organizational, and enforcement rules and regulations for the technical codes which regulate the site preparation and construction, alteration, and repair of sewer and water projects within the town and its jurisdiction. These rules and regulations shall be supplemental to those adopted by any state or federal agencies and other sections of this code of ordinances.
