9-3-3: DEFINITIONS:
For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
DEVELOPED: The portion of a parcel that has been altered such that the runoff condition differs from presettlement conditions, other than agricultural and associated use areas, no portion of a parcel will be considered undeveloped if future subdivision of the parcel is not reasonably feasible.
PUBLICLY OWNED: Parcels owned by the federal, state, county, city or township government.
RESIDENTIAL EQUIVALENCY FACTOR (REF): "One REF" is defined as the ratio of the average volume of stormwater runoff entering the storm sewer system from one acre of any land use to the average volume of stormwater runoff entering the storm sewer system from one acre of typical single-family residential land use during a twenty four (24) hour, one year rainfall event of 2.8 inches for the Elko New Market area.
SERVED: The portion of any parcel reliant upon city maintained stormwater facilities to provide drainage, storage, and/or treatment of runoff from the parcel. The developed portion of any parcel is considered to be served.
STORM SEWER SYSTEM: Publicly owned, manmade or natural facilities used for the collection, conveyance, storage, treatment, infiltration, or discharge of runoff from precipitation and/or groundwater, excluding culverts located in roadway ditches. Culverts are required as a condition of an access permit from a privately owned parcel to a public roadway and are considered privately owned.
TYPICAL SINGLE-FAMILY PARCEL: Any parcel zoned for single- family use with an upland area of one acre or less. All other parcels are nontypical.
UPLAND AREA: The portion of a parcel not covered by wetlands meeting the definitions provided in the zoning ordinance. For the purpose of this section, stormwater ponds and required buffer areas are not considered to be upland. (Ord. 95, 5-10-2012)
