Every person or applicant applying for water service, every owner of property for which any such application is made, and every person where such service is accepted shall be deemed, upon making such application or accepting such service, to consent to all rules, regulations and rates as established by this chapter and as may hereafter be set forth and adopted by the Council by resolution or ordinance. Provisions of this chapter relating to Municipal utilities shall constitute portions of the contract between the City and all consumers of Municipal utility services, and every such consumer shall be deemed to assent to the same.
