Any group wishing to reserve the use of the Elko Park shelter for a particular purpose shall request such date at city hall and shall execute a user agreement in a form approved by the city council. Residents shall have priority in reservations. If nonresidents request reservations, they shall not be finalized until thirty (30) days prior to the date. If no resident requests such date, it will be considered finalized. (Elko 2004 Code § 93.10)
