6-5-1: PURPOSE; CONSTITUTIONAL RIGHTS PRESERVED:

The purpose of this chapter is to prohibit certain conduct that is harmful to the health, safety, and welfare of the community. Nothing herein is meant to limit constitutional rights under the federal or state constitution. (New Market 2004 Code § 5-4-1)
