§ 31.04 CHIEF OF POLICE TO ATTEND MEETINGS AND PRESERVE ORDER; ARREST OF PERSONS FOR DISOBEDIENCE.
   It shall be the duty of the Chief of Police, or of some one of his or her assistants to be designated by him or her, to attend all meetings of the Council and to preserve order both in the Council chamber and in the vicinity thereof, and to enforce all orders of the presiding officer by arresting, without warrant, anyone who refuses to obey any order given by the presiding officer; and the person so arrested shall be held in custody until such time as he or she can be taken before a court having jurisdiction over the premises, to then be dealt with according to law.
