(A) Any applicant denied a permit or any permittee whose permit has been suspended may immediately file an appeal with the Municipal Court. The Municipal Court shall set a time for hearing that appeal, which shall be within five days of the date of filing thereof.
(B) The applicant or permittee shall be notified of the time and place of said hearing in advance thereof, and shall be entitled to appear at the hearing and be heard. After such hearing, the Municipal Court may concur to the action of suspension by the city, or he or she may overrule the suspension and order that the permit be immediately granted or restored.
