§ 91.023 CONTAMINATION OF WATER SUPPLY.
   (A)   It shall be unlawful for any person to throw or deposit or to cause to be thrown or deposited or to permit to be thrown or deposited any refuse, sewage or pollutant into any well, cistern, spring, reservoir or other source of water supply to any person or into any stream running through or adjacent to the city.
   (B)   It shall be unlawful for any person to dump into the Tygarts Valley River or onto the banks thereof, between the upper and lower flood control dams within the corporate limits of the city any trash, weeds, grass or debris, garbage or other refuse which would be carried downstream and stop up the outlet tubes in the protection dam.
