§ 34.02 CHIEF OF POLICE.
   The Chief of Police shall be the commanding officer of the Police Department and, under the general direction of the Mayor, he or she shall be responsible to the Mayor and to the Council for the administration, training, discipline, morale and effective deployment and utilization of the members of the Police Department and of the property and equipment of the Police Department, for the enforcement of the laws of the state and ordinances of the city, the prevention of crime, the protection of persons and property and the maintenance of peace and order within the city.
