All records and documents of every office, department, division, board, commission or agency of which the City is custodian of shall be open to inspection by any natural person, corporation, partnership, firm or association at all reasonable times and under reasonable regulations established by Council; provided, however, records and documents authorized to be excluded from public disclosure under the West Virginia Code or other applicable law shall not be subject to the requirements of this section.
