SECTION 2.13. EMERGENCY ORDINANCES.
   The City may enact an ordinance without complying with the rules prescribed in Section 2.12 only in the case of a pressing public emergency making procedure in accordance with the provisions of said section dangerous to the public health, safety or morals, and as certified by affirmative vote of two-thirds of the Members elected to the governing body; or, when otherwise provided by law. The nature of any such qualifying emergency or exemption shall be set out in full in the ordinance. The enacted emergency ordinance shall be placed on the agenda of the first regular meeting following the emergency for review and ratification.
