A "Mayor-Council Plan", set forth as "Plan I" in Section 2 of Article 3 of Chapter 8 of the West Virginia Code 1931 as amended, is established as the form of government for the City of Elkins. There shall be a Council elected by ward by the qualified voters of each ward and a Mayor elected at large by the qualified voters of the city; the Mayor shall serve as the presiding officer of the Council. The Council and Mayor shall be the governing body and the administrative authority.
