§ 94.26 ALLOWING HORSES TO RUN AT LARGE; UNLAWFUL.
   It shall be unlawful at all times for any person having control or ownership of a horse to permit the horse to run at large within the corporate limits. For purposes of this provision, the phrase TO RUN AT LARGE shall mean to walk or roam without restraint or confinement, either by a rider or through some rope, chain, fence, pen or other enclosure.
