It shall be unlawful at all times for any person to ride or walk a horse, or to permit a horse to walk or to be ridden on or along Main Street, Standard Street, South Bridge Street, North Bridge Street, Commerce Street, Front Street, Spring Street, Elk Spur Street, Highway 268 West, Highway 268 East, Gwyn Avenue, town parks, town cemeteries, Elkin Village Shopping Center, Elkmont Shopping Center and Surry Square Shopping Center. These streets and places are restricted without a permit from the Chief of Police or Town Manager.
