It shall be unlawful for any person to willingly or intentionally harbor, feed, keep in possession by confinement, or otherwise, any animal which does not belong to him or her, or has not been legally entrusted to him or her, unless he or she shall, within 48 hours from the time the animal came into his or her possession, comply with the provisions of this subchapter.
