§ 90.09 CONFINEMENT BY OTHER THAN COUNTY OFFICIALS; NOTICE REQUIRED.
   Unless authorized by the owner of an animal, no person, other than a law enforcement agency or animal control agency, shall hold or retain possession of any animal of which he or she is not the owner for more than 24 hours without first reporting the possession of the animal to a law enforcement officer or an animal control agency. When reporting possession of an animal, the person shall give his or her name and address, a description of the animal, a true and complete statement of the circumstances under which he or she took possession of the animal, and the precise location where the animal is confined.
