RECYCLABLES
§ 99.60 ESTABLISHMENT.
   There is hereby established a curbside recycling program for the purpose of separating and reclaiming recyclables from refuse, garbage and trash in the city.

§ 99.61 DEFINITION.
   For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   RECYCLABLES. Materials having an economic value in the secondary materials market. The following materials are hereby declared to have such economic value: aluminum and bi-metal cans, glass containers, newspapers and plastics.

§ 99.62 SEPARATION OF RECYCLABLES AND PLACEMENT FOR REMOVAL.
   (A)   Recyclables shall be prepared and separated from other refuse as required, and shall be collected by the city, or by its designated agent which shall be the contractor authorized by the city to pick up, haul and dispose of refuse, garbage and trash in and about the city.
   (B)   Recyclables shall be deposited in a bin provided by the city, and/or additional containers distinguished from trash by the resident, and placed at the curbside to be collected at times designated by the city.

§ 99.63 COLLECTION BY UNAUTHORIZED PERSON.
   From time of placement of recyclables at the curb for collection in accordance with the terms of this subchapter, items shall be and become the property of the city or its authorized agent. It shall be a violation of this subchapter for any person unauthorized by the city to collect, obtain, possess, pick up or cause to be collected, obtained, possessed or picked up any such items. Any and each such violation from one or more locations shall constitute a separate and distinct violation.

§ 99.64 ADDITIONAL METHODS OF DISPOSAL.
   Any person may donate or sell recyclables to any other person whether operating for profit or not-for-profit. Recyclables may also be taken by residents to designated city recycling facilities.
