§ 99.08 VEHICLES DROPPING CONTENTS OR LITTER ON CITY STREETS OR OTHER PUBLIC WAYS AND PROPERTIES.
   (A)   Littering. It shall be unlawful to throw out of, or carry out of or in any manner to deposit from a vehicle, any refuse, yard waste or other material of any kind and deposit same upon a city street, alley, sidewalk or other public way or public property. Further, it shall be unlawful for any pedestrian to throw or deposit in any manner, any refuse or other material of any kind, upon a city street, alley, sidewalk or other public way or public property.
   (B)   Transport vehicles. Any person who shall transport in any vehicle, or other manner, upon any public way or public property, crushed stone, sand, gravel, fertilizer, manure, sawdust, ashes, cinders, lime, tanbark, shavings, trash, waste paper, ice, fuel, leaves, trimmings from trees or bushes, mortar, concrete, lumber, paving material, building material, earth, rubbish, refuse or any other loose material or articles likely to sift, fall, spill or be blown upon the public way or property, shall not overload the vehicle and shall cover or secure the contents and shall convey the same in vehicles, wagons or containers having secure sides and tailgate of adequate height and, where necessary, a secure top or covering, and in case such contents shall be blown, spilled, fall, scattered or in any other manner become deposited upon a public way or place, such persons shall cause all such fallen substance to be forthwith gathered up and removed and the public way or place left free thereof.
