§ 99.04 PREPARATION AND COLLECTION.
   (A)   It is the duty of every patron to ensure that garbage and refuse are kept in containers, except as provided in division (E) of this section.
   (B)   Garbage shall be drained so that it is relatively dry. Garbage containers shall be dry and free from rainwater and snow.
   (C)   Except as provided in division (E) of this section, garbage and refuse shall be stored and contained in 1 container per dwelling unit to hold the garbage and refuse accumulating between collections, without overloading the container and still permitting the closure of the lid on the container.
   (D)   Where the property serviced by the city's trash collection program under this section is a multiple family dwelling, garbage or refuse shall be stored or placed for collection only in authorized garbage containers serviced by a trash collection service.
   (E)   Garbage and refuse shall not be stored or placed out for collection at curbside in any type of bag or box. Use of boxes outside of garbage containers for storage or collection of garbage and refuse is prohibited at all properties. Service for garbage or refuse in excess of the garbage container may be purchased from the service provider in accordance with the service contract. Garbage bags shall be of substantial construction sufficient to hold the waste contained therein without breaking. Garbage and refuse shall not be stored or placed out for collection in bags or containers not designed to hold garbage.
   (F)   Each garbage container shall be maintained in good, clean, and sanitary condition.
   (G)   Except as provided in division (E) of this section, garbage bags containing accumulated garbage shall not be stored outside of a building except in an approved container. Garbage containers shall be kept in the rear yard of the property except when placed out for collection in accordance with this section. Upon written application, the Neighborhood Development Coordinator may allow special placement of containers. Containers placed outside of a building for collection in accordance with this section shall not be considered to be stored in violation of this division.
   (H)   No person shall place a container in or in proximity to public right-of-way or public area except for collection as provided herein. Containers shall be placed so as to be readily accessible for collection. Containers shall not be placed for collection earlier than 5:00 p.m. the day before collection and shall be removed from the proximity of the public right-of-way or public area by 8:00 p.m. the day of collection. No person shall allow trash, debris, refuse or yard waste to accumulate on his or her property.
