(A) No person, firm or corporation, or his, her, their or its servants shall obstruct with any coal chute or other contrivance, more than ½ of any sidewalk in the city, from the curb to the building, while delivering wood, coal or other substances.
(B) No person, firm or corporation shall open any coal hole in any sidewalk in the city for the purpose of putting through it wood, coal or other substances unless he or she shall at the same time securely guard the coal hole by a proper gate or railing not less than 3 feet high, which shall securely surround the hole, except on the side toward the street from which the coal, wood or other material may be thrown through.
