(A) If the connections are not made within the specified time the Board of Public Works may cause the connections to be made and the cost shall constitute an assessment which shall be a lien on the real estate of the property owners, and shall be collected in the same manner as assessments for street improvements.
(B) However, the City Engineer, as soon as the work is completed, shall make out an assessment roll and a notice of hearing shall be given and special benefits determined, as provided in § 4 of an Act Concerning Municipal Corporations approved March 8, 1909, and all subsequent proceedings of the Board shall be in conformity with this Act.
