§ 73.34 LEAVING ANIMALS UNATTENDED OR UNFASTENED.
   No person shall leave any draft horses or animal in any street, alley or public place of the city unless some person able to control it shall remain with it or in the near vicinity thereof, or unless the animal shall be securely fastened to a hitching post or rack.
