Each property owner of Lots 53 through 104 in Valley View Hills Subdivision shall connect to the city sanitary sewer line installed, constructed and extended pursuant to the interlocal agreement, and shall discontinue use of their private septic systems, at such time as the respective private sewage disposal system fails or January 1, 1996, whichever occurs first.
