Any person affected by a notice or order issued by the Plumbing Inspector concerning unsanitary conditions or conditions detrimental to public health shall have the right to appeal first to the Building Commissioner, then in accordance with § 156.056. The initial appeal shall be written and shall be filed with the Building Commissioner of the city within 10 days after the notice or order was served. This section shall not affect the authority of the Plumbing Inspector to issue such fines and penalties for noncompliance as set forth in § 156.999.
