In addition to the payment of expenses enumerated in § 33.415, as authorized by I.C. 36-4-8-14(b)(13), advance payment of claims for the following kinds of expenses is hereby authorized:
(A) Fees charged by the County Recorder and County Auditor for recording of documents;
(B) Registration fees for seminars and travel expenses.
