GENERAL PROVISIONS
§ 157.001 APPLICATION OF CHAPTER.
   (A) The provisions of this chapter shall apply to all installations of electrical conductors, fittings, devices, appliances and fixtures, hereinafter referred to as “electrical equipment,” within or on private and public buildings and premises. However, the following general exceptions shall apply: the provisions of this chapter shall not apply to electrical wiring expressly declared to be exempt from the provisions of this chapter by any sections hereof or by any other provisions of the rules adopted in § 157.003.
   (B) As used in this chapter, REASONABLY SAFE TO PERSONS AND PROPERTY, as applied to electrical installations and electrical equipment, means safe to use in the service for which the installation or equipment is intended without unnecessary hazard to life, limb or property.

§ 157.002 LIABILITY FOR DAMAGES.
   This chapter shall not be construed to relieve from or lessen the responsibility or liability of any party owning, operating, controlling or installing any electrical equipment for damages to persons or property, caused by any defect therein, nor shall the city be held as assuming any such liability by reason of the examination authorized herein or by the license and certificate issued as herein provided.
