(A) Licenses required. Except as otherwise provided in this section, no person, firm or corporation shall in any manner undertake to execute or perform any work of installing, maintaining, altering or repairing any heating, cooling, ventilation or refrigeration systems or equipment unless the work is performed or supervised by a holder of a Class A, Class AA or Class AAA Mechanical Contractor’s license, and has a certificate therefor as provided in this chapter; nor shall any person, firm or corporation execute or perform such work otherwise than as specifically permitted under the class of license held by such person performing or supervising the work for a firm or corporation.
(B) Exceptions. The provisions of division (A) above shall not apply to any person employed by and working under the direction of a holder of a Class A, Class AA, or Class AAA Mechanical Contractor’s license, and no license shall be required in order to execute or perform any of the following mechanical work:
(1) The installation, alteration or repair of a fireplace, wood-burning stove or wood-burning stove appliance, unless the equipment is connected to a heating, cooling or ventilation system;
(2) The installation, alteration or repair of residential exhaust fans when installed in a 1- or 2-family dwelling;
(3) The installation, alteration or repair of portable heating, cooling and refrigeration equipment to suitable, permanently-installed electrical receptacles; and
(4) The owner of a single-family dwelling including the usual accessory buildings, may do mechanical work in the dwelling or accessory buildings provided that:
(a) The owner satisfies the Mechanical Inspector by examination that he or she is qualified to perform the work;
(b) The dwelling is, or is to be, occupied by the owner;
(c) The dwelling is a detached building containing no other dwelling unit or other occupancy;
(d) There are no buildings other than the dwelling and accessory buildings located on the premises;
(e) The owner applies for and secures the required permit or permits;
(f) No more than 1 permit has been issued to the same person in the preceding 24 calendar months;
(g) All work shall be done by the owner;
(h) The owner files with the Mechanical Inspector an affidavit stating all of the foregoing facts; and
(i) The owner requests all inspections and tests as provided for in this chapter.
