8-8-7: PROHIBITED ACTS AND CONDITIONS:
   A.   Injury To Pavements: It shall be unlawful to walk upon or drive any vehicle or animal upon or injure any newly laid street or alley pavement while the same is guarded by a warning sign or barricade or to knowingly injure any street, sidewalk or alley pavement.
   B.   Obstructions: It shall be unlawful for any person to cause, create or maintain any obstruction of any pavement, parkway, sidewalk or other public way or place an obstacle thereon, except as may be specifically authorized by ordinance or the director of engineering and community development. Nonjagged rocks or boulders less than twenty four inches by twenty four inches (24"x24") in size, standing no higher than twenty four inches (24") above the surrounding ground elevation and at least twenty four inches (24") behind the back of the curb or roadway shoulder for lawn protection purposes shall be considered authorized under this section.
   C.   Encroachments: It shall be unlawful to erect or maintain any building or structure which encroaches upon any public street or property.
   D.   Drains: It shall be unlawful to obstruct any drain in any public street or alley.
