A. Permit Required: It shall be unlawful to construct or maintain any opening or stairway in any public street or alley or sidewalk or other public place without a permit from the director of engineering and community development.
B. Openings To Be Guarded: All such lawfully maintained openings shall be guarded by a suitable strong cover or railing to the approval of the director of engineering and community development or his authorized representative.
