Any sign now or hereafter existing which has been abandoned, fallen into disuse or which no longer advertises a bona fide business conducted, product sold or service rendered shall be removed by the owner, agent or person having the beneficial use of the building, structure or lot upon which such sign is located within ten (10) days after written notification from the department of engineering and community development. Upon failure to comply with such notice within the time specified in such order, the department of engineering and community development is hereby authorized to cause removal of such sign and, any expense incidental thereto shall be paid by the owner of the building, structure or lot upon which such sign is located.
