8-4-3-2: B-1, B-2 AND B-3 BUSINESS DISTRICTS:
In the B-1, B-2 and B-3 business districts, the following signs shall be permitted to be erected under the conditions specified and none other:
   A.   Wall Signs: Wall signs, provided the same do not exceed three (3) square feet for each linear foot of store frontage nor extend above the fascia or parapet line. Any portion of a store fronting or facing toward a street shall be computed as store frontage.
   B.   Freestanding Signs In Shopping Centers: A "shopping center", as herein defined, having an aggregate floor area of more than ten thousand (10,000) square feet may elect to construct or erect one freestanding identification sign identifying said shopping center, subject to the following criteria and conditions:
      1.   No other freestanding sign, other than entrance or exit signs which do not exceed eight (8) square feet in area, shall be constructed or erected within the area comprising the shopping center; provided, however, that when a shopping center is comprised of more than one lot, then and in that event a "monument sign", as defined herein, shall be permitted for a freestanding building located on any outlot which is contiguous to the main shopping center lot and which outlot exceeds twenty thousand (20,000) square feet in area.
      2.   The freestanding identification sign shall not contain any advertisement other than the identity of the shopping center and the businesses located therein.
      3.   The freestanding identification sign or any portion thereof does not exceed eighteen feet (18') in height and maintains a clearance of ten feet (10') from the ground to the bottom of the sign and does not exceed one hundred ninety two (192) square feet in area if the sign is multifaced and ninety six (96) square feet in area if the sign is single faced.
      4.   If the shopping center fronts on more than one public street, then said shopping center may elect to have two (2) freestanding identification signs, to be located on separate street frontages; provided, that in that event the signs shall not exceed forty five (45) square feet in area for single faced signs or ninety (90) square feet for multifaced signs.
   C.   Freestanding Signs In Other Than Shopping Centers: One freestanding identification sign shall be permitted in locations other than shopping centers or in shopping centers having an aggregate floor area less than ten thousand (10,000) square feet, subject to the following criteria and conditions:
      1.   A freestanding identification sign shall be permitted, provided said sign fronts on one of the following major arterial streets:
Busse Road.
Devon Avenue between Elmhurst Road and Arlington Heights Road.
Elmhurst Road.
Higgins Road.
Landmeier Road east of Lively Boulevard.
Oakton Street east of Lively Boulevard.
      2.   No freestanding sign shall exceed forty five (45) square feet in area for single faced signs nor ninety (90) square feet for multifaced signs.
      3.   All freestanding signs shall maintain a clearance of ten feet (10') from the ground to the bottom of the sign and shall in no case exceed a total height of eighteen feet (18') from the ground to the top of the sign.
      4.   Observe a setback of five feet (5') from any portion of any street or road right of way line and be placed not closer than ten feet (10') from any side property line.
   D.   Projecting Signs: Projecting identification signs, provided the same shall not extend more than thirty six inches (36") from the building nor above the fascia or parapet line.
   E.   Canopies Or Marquees: Canopy or marquee signs, providing the same does not extend more than eighteen inches (18") from the face of the canopy or marquee and not higher than the fascia or parapet line of the building to which the canopy or marquee is attached.
   F.   Incidental Signs: In the B-3 business, up to two (2) incidental signs may be permitted, subject to the requirement that they be attached to a freestanding sign or attached to a separate structure, that they comply with the line of sight provisions of subsections 8-4-4A1 and E5 of this chapter and that they not exceed five (5) square feet per face.
   G.   Monument Signs: Monument signs, subject to the following conditions:
      1.   Monument shall not exceed six feet (6') in height from the ground to the top of the sign and shall not exceed thirty nine (39) square feet in area for single faced signs nor seventy eight (78) square feet in area for multifaced signs and shall not exceed ten feet (10') in width.
      2.   Observe a setback of five feet (5') from any portion of any street or road right of way line and placed not closer than ten feet (10') from any side property line.
   H.   Political, Noncommercial Advertising Signs: Political or other noncommercial advertising signs not exceeding six (6) square feet per side of sign and thirty six (36) square feet of total sign area per lot on private property.
   I.   Temporary Signs:
      1.   Generally: Temporary signs as permitted in subsection 8-4-4C of this chapter except that all temporary signs, including, but not limited to, window signs, banner signs and pennant signs, irrespective of their size, shall be prohibited within the "Biesterfield/Arlington corridor" area as defined within section 8-4-1 of this chapter.
      2.   Temporary Freestanding Signs: Temporary freestanding signs advertising the construction and opening of a shopping center and subject to restrictions imposed by the board of trustees upon the grant of a special permit.
   J.   For Sale, Rent Or Lease Signs (Other Than Shopping Centers): Signs advertising the availability of a business or commercial site or building for sale, rent or lease, provided that such sign shall not exceed forty five (45) square feet in area. If a multifaced sign or more than one sign is erected, the combined areas of all signs shall not exceed forty five (45) square feet in area. Such sign(s) shall be removed within seven (7) days after a sale is closed or a lease or rental agreement is signed. Signs shall comply with subsections C3 and C4 of this section and subsections 8-4-4A1 and E5 of this chapter.
   K.   For Sale, Rent Or Lease Signs (Shopping Centers):
      1.   Temporary freestanding real estate/lease signs, provided that the combined area of the signs shall not exceed forty five (45) square feet and further provided that said signs shall be removed within one year of occupancy of the first unit or within seven (7) days of the final occupancy for all units (100 percent occupancy), whichever first occurs.
      2.   Real estate or leasing information may be displayed on the main shopping center identification sign if the total area of such information does not exceed twenty five percent (25%) of the sign display area.
      3.   Temporary leasing information signs may be located on the windows inside the buildings if the signs do not exceed fifty percent (50%) of the window area. Each glazed area shall be considered a separate window area.
