The Comprehensive Plan as hereby adopted as a part of the overall plan consists of the Official Map of the Village, showing the plan of existing streets and public grounds within the corporate limits of the Village and in contiguous territory not more than one and one-half (11/2) miles beyond the Village limits and not included in any municipality and showing certain improvements which the Village intends to put into execution as and when these improvements become advisable and feasible.
