The Comprehensive Plan of the Village is hereby adopted and includes the following objectives:
A. Adequate water supply, sanitary and drainage facilities shall be constructed and maintained;
B. Highways and streets must be of adequate width and be so constructed and maintained as to avoid the creation of hazardous conditions;
C. Railroad crossings and grade separations shall be constructed and maintained to provide adequate public safety and convenience;
D. Landscaping of public and private areas shall be controlled to avoid the creation of hazardous conditions;
E. Locations and architectural design, where applicable, of public buildings, schools, parks, recreational facilities, parking areas and airports shall be controlled in accordance with the best public interest.
