The director of community development and such officers, inspectors and employees within the department as designated by the director of community development are hereby authorized to issue citations, notices to appear in court or complaints for any violations of chapters 8, 9, 10 and 11 of this title and such other provisions of this code or other codes previously adopted by reference by the village.
