Any person violating any provisions of this chapter shall be fined not less than one thousand dollars ($1,000.00) nor more than ten thousand dollars ($10,000.00) for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues. In addition to any such penalty, any person violating any provisions of this chapter shall be required to reimburse the village for all costs incurred by the village relating to the cleanup of sanitary sewers following a discharge of prohibited or illegal material.
