Any person violating any of the provisions of this Article shall be subject to a fine of not less than twenty five dollars ($25.00) nor more than five hundred dollars ($500.00) for each offense. In addition to the penalties herein stated, any user of the Bensenville treatment facilities and who is a resident or is housed in Elk Grove Village may be further subject to such penalties and costs as are set forth in the Bensenville ordinance adopted by reference herein.
