The Illinois environmental protection agency, the United States environmental protection agency or their authorized representatives shall have access to any books, documents, papers and records of the village which are applicable to the village's system of user charges for the purpose of making audit, examination, excerpts and transcription thereof to ensure compliance with the terms of the federal regulation and conditions of any federal grant.
