It shall be a nuisance and, therefore, unlawful for any person to wade, swim or otherwise traverse by boat, canoe, raft or other device or otherwise enter into or on flooded areas in the village, unless such activity is necessary for the protection or preservation of life or property.
Any person who violates any of the provisions of this section shall be subject to a fine of not less than twenty five dollars ($25.00) nor more than five hundred dollars ($500.00).
