A. State License: All animal shelters operating within the village must be licensed by the Illinois department of agriculture. All animal foster homes operating within the village must have a permit issued by a state accredited animal shelter. Any animal shelter or animal foster home operating within the village must comply with the rules set forth in the Illinois Animal Welfare Act, being 225 ILCS 605/1 et seq.
B. Breeders: Any breeder, whether a breeder (hobbyist) or a breeder (professional) shall not permit any one animal to produce more than two (2) litters in any one calendar year. In addition, it shall be unlawful for any breeder to produce more than two (2) litters per year irrespective of the number of animals owned, if the litters are produced in a residential zoned district.
