A. State Budget Procedures Adopted: 65 Illinois Compiled Statutes sections 5/8-2-9.1 through 5/8-2-9.10 (hereinafter referred to as the budget act) and attached to ordinance 1791 as exhibit 1 are hereby adopted as the municipal budget procedures for the village in lieu of the annual appropriation.
B. Budget Officer: The director of finance shall be appointed as the budget officer, and authority shall be delegated to the budget officer to delete, add to, change or create subclasses within object classes budgeted previously to the departments, boards or commissions not to exceed the total approved annual budget. An increase in the total annual budget for a department, board or commission shall be made only by a vote of two-thirds (2/3) of the Mayor and board of trustees then holding office. No revision shall be made increasing the budget in the event funds are not available to effectuate the purpose of the revision.
