4-2-1: GENERAL NUISANCE DEFINED:
It shall be deemed to be a nuisance, and therefore, unlawful for any person to commit on a continual basis any one or more of the following acts:
   A.   Conduct which interferes with the rights of other persons, whether in person, property or enjoyment of property or comfort;
   B.   Conduct which is offensive or noxious or that works harm, inconvenience or damage to others with respect to their health, comfort, repose or safety or with respect to the free use and comfortable enjoyment of their property;
   C.   The use of one's property so as to create or cause a deleterious effect on the property of others with respect to property value or economic depreciation.
