1-7A-7: EMERGENCIES:
In case of accident, disaster or other circumstances creating a public emergency, the Village Manager may award or direct and supervise the awarding of contracts and make purchases for the purpose of meeting said emergency. He shall promptly file with the Board of Trustees a certificate showing such emergency and the necessity for such action, together with an itemized account of all expenditures.
