Before any operation shall begin under a license for the business of dry cleaning in which flammable liquids having a flash point below one hundred forty degrees Fahrenheit (140°F) (closed cup tester) are used as herein provided, the licensee shall file with the fire chief, in writing, the name of the person designated by him to have charge of the room, the equipment, the flammable liquids to be used and the handling and using of same during the conduct of such method of business of dry cleaning.
