Any vacancy in the office of village manager shall be filled within ninety (90) days after the effective date of such vacancy. In the case of a vacancy in the office of manager or of the absence or disability of the manager, all powers and duties granted by this article to the village manager shall be temporarily transferred to the deputy village manager until a successor village manager is appointed by the Mayor and board of trustees.
