3-8B-7: MINIMUM REQUIREMENTS:
All congregate housing facilities for the elderly shall provide, adhere to or meet the following conditions and requirements:
   A.   A services program shall be provided including, but not limited to, the provision of meals, housekeeping, laundry and/or laundry facilities, social/recreational/educational programs, protective security, and transportation.
   B.   There must be provisions in house to help residents find nursing and home health care services.
   C.   There must be a certified social worker on the premises for a minimum of twenty (20) hours per week.
   D.   There must be a physical and or recreational therapist that holds a degree from a four (4) year accredited college or university in physical or recreational therapy and/or licensed with the State of Illinois on staff, on the premises for a minimum of twenty (20) hours per week.
   E.   There must be a staff member on the premises twenty four (24) hours a day, seven (7) days a week qualified to:
      1.   Assist with the emergency call system, and
      2.   Administer CPR and be certified therefor; and
      3.   Summon appropriate services for quick reliable repairs to the facility.
   F.   All meals served must be approved by a registered dietitian.
   G.   Table space sufficient and suitable for fifty percent (50%) of residents to eat at the same time.
   H.   Safety and convenience as follows:
      1.   Locate emergency call system outlets in the bedrooms and bathroom of each dwelling unit with a twenty four (24) hour monitored system in a central location site approved by the Fire Chief.
      2.   Plan and design all public areas as well as five percent (5%) of the apartments in accord with State of Illinois Accessibility Standards, being 410 ILCS 25/1 et seq., and the administrative code which it authorizes, the Illinois Accessibility Code (Ill. Admin. Code tit. 71, Part 400, §§400.110 - 400.120.
      3.   One bathroom per unit must be equipped with:
         a.   A hand-held shower with seat and a safety bar in the shower stall and,
         b.   One watercloset per unit must be of the raised type for safety and ease of use.
      4.   Nonskid type floors must be provided.
      5.   Heating and cooling controls in each dwelling unit shall meet the current housing maintenance accessible.
      6.   Counter space for food preparation shall be provided with adequate illumination plus storage space in bathroom and kitchen cabinets. The locations of the cabinets shall meet State of Illinois Accessibility Standards.
      7.   Cooking in the dwelling units shall not be prohibited; provided, however, that no gas appliances shall be permitted.
      8.   Bathroom door can swing in only if it can swing out for emergencies.
      9.   Elevator cabs shall be such size to accommodate an ambulance cot twenty four inches by seventy six inches (24" x 76") (610mm x 1930mm) in its horizontal open position as approved by the Fire Chief.
      10.   Light weight, easy open doors equipped with levers instead of door handles.
